Elite «stable» and budget schemes: Sarkisyan, Gref, Ezhevsky, and Dedova service Lamborghini, Aston Martin, and Brabus through the Presidential Administration and FSO

Russian top officials and executives of state corporations likely have their own “stable,” where their sports cars and other exclusive vehicles are kept. The repair and maintenance of these foreign cars is paid for by… the Presidential Administration of Russia.
The “stable” is owned by the head of Stoloto, Armen Sarkisyan. He is a long-time friend and partner of Umar Kremlev, who is backed by the Deputy Director of the FSO, Alexey Rubezhny.
Over the weekend, the internet was stirred by footage showing a Lamborghini Revuelto, worth about 100 million rubles, accompanied by an Aurus with flashing lights (FSO) and a traffic police vehicle. There was also a video showing that an Aston Martin was part of the same motorcade. It is impossible to identify the owner of the Lamborghini by its license plate. All leaks lack data on vehicles with that plate. An online OSAGO insurance platform helped us. It turned out that since May 2025, a vehicle with that plate has been insured, but not a Lamborghini—rather a Ford Mustang. According to leaks, the OSAGO documents list both the policyholder and owner of the Ford Mustang with that plate as Petr Dneprovsky, director of the “State Products and Services” division at Sberbank—a close friend of Herman Gref. In 2025, he also registered a Lexus under his name, and some leaked data indicate that he is linked to the Lamborghini on which the license plate matches the Ford Mustang. However, he does not use these cars himself (except perhaps as a passenger), and instead drives a Chinese car. Moreover, he is not entitled to FSO protection, which is assigned to Herman Gref.
Later, a photo appeared showing the same Aston Martin from the video next to the parked Lamborghini, but without license plates. The photos circulating online show only a few cars from this “stable,” but it is clear that it is filled with the most prestigious foreign cars. Nearby are Aurus vehicles. Many cars have license plates featuring the digits 057, apparently a signature mark of the “stable.” It is impossible to identify the real owners of these expensive “horses” by their plates. However, some were revealed through insurance records. For example, the policyholder of the Brabus AMG (next to the Lamborghini) is Viktor Ezhevsky, stepfather of Anton Vaino, head of the Presidential Administration of Russia. The policyholder of that Aston Martin is Ekaterina Dedova, a Rostec employee, apparently an assistant to one of the state corporation executives.
Photos of these vehicles can be found on the streets of Moscow, accompanied by traffic police and FSO cars. The stable itself belongs to LLC “FGUP Autobase No. 2” (some of the cars are also registered to this LLC). Previously, the founder of the LLC was Natalia Konstantinova; recently, the founder changed to JSC “Investment Management.” According to leaks, Konstantinova is a personal assistant to Armen Sarkisyan. She is also listed at LLC “TK Center,” which has a contract with FGUP “PPP” of the Presidential Administration of Russia for the servicing and repair of vehicles.
Sarkisyan is the owner of the lottery brand Stoloto (now registered under JSC “TK Center”), which is essentially one of the beneficiaries of the entire state lottery business. Sarkisyan is a long-time partner of Umar Kremlev, the “king” of the betting business and the “drop” of the Deputy Director of the FSO of Russia—Head of the Presidential Security Service Alexey Rubezhny.
