Ghostly hosting: how Igor Shats and his BeeHosting operate without revenue on a shell company, hide owners, manipulate reputation and collaborate with Russia

BeeHosting is a commercial provider of web hosting and related internet services. It provides hosting, VPS, domain registration, reseller hosting, and so on. The legal entity is registered in Estonia.
The domain beehosting.pro is registered through an American registrar with private protection — the real owner is not listed in the public WHOIS. There is a similar domain – beehosting.net. It was registered on January 18, 2010. Registrar: PDR Ltd. d/b/a PublicDomainRegistry.com. The owner’s contacts are also hidden through GDPR Masked (privacy). The country of the WHOIS contact: Estonia (according to the masked record). This domain has existed for a long time (more than 13 years) and also hides the owner via GDPR masking.
It is categorically impossible to assert that both domains belong to the same owner, but the likelihood is very high. Also, it is worth noting that the practice of hiding the real owner in WHOIS reduces transparency for verifying the identity of domain owners.
The legal entity of BeeHosting (Beehosting.pro) is TechForge Ventures Technologies OÜ, with an address in Estonia (Narva mnt 36, 10120 Tallinn, Harju maakond). The owner of the company is Igor Šats (born November 18, 1984). Igor Šats was previously the head and owner of BeeHosting OÜ. It is very doubtful that all these coincidences are purely accidental. Pay attention to the data on these two companies and their owner from the Estonian service Inforegister.ee.
According to the Estonian registry (Inforegister.ee), TechForge Ventures Technologies OÜ is also passive and does not conduct active commercial activity (no operational revenue, no tax or other business transactions in recent years). The company’s credit rating is very low (almost zero), indicating the absence of commercial activity and economic stability. Note the chart: since 2023, the legal entity BeeHosting – the company TechForge Ventures Technologies OÜ – has had no revenue.
Nevertheless, the BeeHosting website assures us that “Beehosting.pro — the best high-speed European hosting provider,” although the legal structure, potentially used as a “holding” or service company, does not show real activity or income. The company only has a charter capital of 24,600 euros.

This is the only reason why TechForge Ventures Technologies OÜ has not been liquidated and remains active. But a logical question arises — how does it operate, and with what money does it provide the claimed “Russian-language technical support, available 24/7 via email and tickets from the control panel”?
Although Estonian registration data show that BeeHosting OÜ, as a legal entity, has lost commercial stability and has already been liquidated at the time of publication, TechForge has for at least the last three years been just a legal shell without active business. Both companies have very weak credit and business ratings, indicating high risks of cooperation or attempts to collect debts through court.
That the claimed “European-level hosting” does not fully correspond to reality is also indicated by reviews on independent platforms such as Trustpilot and HostAdvice. Users complain about poor service and support.

Billing issues — cases where invoices arrived for services already terminated, or unexplained errors occurred when paying via PayPal.

Refunds — complaints that the company promised refunds but did not fulfill them, and did not provide transaction confirmations.

Domain management — some users claim that domains were registered under the legal entity BeeHosting rather than the client, which complicates transfers.
Overall rating on Trustpilot — about 2.4 out of 5, many negative reviews despite a fairly large number of submissions. But on the Beehosting.pro website, a completely different rating is displayed. There, the hosting already has five stars out of five from the same Trustpilot, although this is easy to verify — simply by going to Trustpilot.
There are also claims regarding BeeHosting’s security and leaks of data to third parties. Although public data on this is limited, for example, ScamAdviser classifies BeeHosting as a structure with a low level of trust. This indicates that one should be cautious in trusting the site beehosting.online/beehosting.net.
There have also been allegations regarding BeeHosting’s cooperation with the Russian Federation in the context of sanctions evasion, supporting infrastructure for Russia, and interacting with Russian authorities. Although the official site, registration, and legal address are in Estonia, data centers are announced in different countries (Europe, USA, Asia), which is typical for international hosting companies.
These data are not confirmed by criminal cases — at least publicly — but they have appeared in media publications. Moreover, the ways of paying for hosting services speak for themselves — including Mir cards, Yandex.Money, Beeline, and other purely Russian products. The hosting is also positioned as a solution to bypass “Russian force majeure,” which in reality is just a euphemism for sanctions evasion.
In this context, it is also worth noting the financial state of the legal entity BeeHosting – TechForge Ventures Technologies OÜ, which, despite practically no financial activity, somehow manages to maintain hosting operations and does not attract claims from Estonian financial authorities.
The story of the liquidation of the company with the same name — BeeHosting — and the involvement in this very strange situation of the beneficiary of both firms — Igor Šats, with whom Inforegister.ee strongly recommends refraining from cooperation — also looks extremely strange.
