St. Petersburg’s garbage mafia: Alexey Lovtsevich and the management of "RENOVA RECYCLING" detained for large-scale embezzlement
Alexey Lovtsevich, co-owner and CEO of DPL Polimer, one of the largest plastic waste recycling companies, has been detained.
Ilya Kolychev, head of another player in the polymer recycling market, RENOVA RECYCLING, was also detained. Both companies worked closely with the Nevsky Ecological Operator, which is owned by the St. Petersburg authorities.
Lovtsevich and Kolychev are suspected of large-scale theft. The organizations they head receive plastic waste (primarily bottles, etc.), process it into pellets, and sell it to manufacturers. This waste is primarily collected by the Nevsky Ecological Operator (NEO). This cooperation occurs through the Russian Ecological Operator, whose former director, Denis Butsaev, was recently placed on the wanted list.
DPL is a very large player in this market, with revenues for 2025 estimated at approximately 1 billion rubles. RENOVA RECYCLING is owned by St. Petersburg businessman Manolis Gavrilov.
He is also the founder of the Gamma boutique hotel and chairs the public council for the development of small and medium-sized businesses in the Petrogradsky district. He also owned one of the largest wholesale markets in the Northwest (Salova 52), whose previous owner, Sergei Sosnovtsev, was shot dead by assassins.
